CLIA Regulations
While the Clinical Laboratory Improvement Amendments (CLIA) of
1988 did not directly address ordering privileges, it standardized

2014 Federal Rule Change
A landmark final rule issued jointly by the Centers for Medicare &
Medicaid Services (CMS) and HHS Office for Civil Rights (OCR)
amended CLIA and HIPAA regulations to provide individuals with
the right to access test reports directly from laboratories [7].
